Goa Emerging as Key Cargo & Cruise Hub Under Sagarmala Scheme

The Central Government, in partnership with the Goa State Government, is transforming Goa into a major cargo and cruise destination. Under the Sagarmala Scheme, a state-of-the-art International and Domestic Cruise Terminal, along with a Ferry Terminal, is being developed at Mormugao Port at an estimated cost of ₹101.72 crore. The project is set for completion by March 2025.
To further enhance cargo operations, the Ministry of Ports, Shipping, and Waterways is preparing detailed project reports (DPRs) for nine coastal jetties in Goa. These initiatives aim to boost cargo volumes, reduce road traffic, and improve inland transport through terminal upgrades, enhanced connectivity, modernized equipment, and subsidies promoting coastal shipping.
The Cruise Bharat Mission, launched in 2024, is expected to expand cruise activities, with integrated circuits enhancing ferry and Roll-on/Roll-off (RoRo) services. The developments are projected to significantly boost Goa's economy by creating jobs in transportation, hospitality, retail, and tourism, while improving connectivity and supporting local businesses.
