MoRTH Proposes Mandatory Vehicle-to-Vehicle Communication Systems from October 2028
Under the proposal, vehicles in categories L, M and N manufactured from 1 October 2027 must comply with AIS-230 if equipped with V2V communication systems. From 1 October 2028, all newly manufactured vehicles in these categories will be required to be fitted with AIS-230-compliant V2V systems.
The V2V technology enables vehicles to exchange real-time information such as speed, location, direction and acceleration, allowing early warnings for safety-critical situations including forward collision risks, emergency braking, unsafe lane changes, wrong-way driving and approaching emergency vehicles.
The standard specifies the use of Cellular Vehicle-to-Everything (C-V2X) technology operating in the 5.875 GHz to 5.925 GHz frequency band, which has been exempted from licensing by the Department of Telecommunications.
AIS-230 defines minimum technical, performance, cybersecurity and communication requirements, including radio performance, GNSS positioning, electromagnetic compatibility and road safety applications. The framework is expected to complement Advanced Driver Assistance Systems (ADAS), enhance vehicle situational awareness and reduce road accidents through connected vehicle technology.
The draft notification is open for public comments for 30 days, after which the Ministry will consider the feedback before issuing the final notification.
