60% Of Under-Construction HAM Highway Projects Face Delays: Crisil

Around 60 per cent of national highway projects under construction through the Hybrid Annuity Model (HAM) are facing delays averaging over 11 months, according to Crisil Ratings.

The report stated that non-availability of right of way is the primary reason behind delays in nearly 75 per cent of affected projects. Other factors include delays in environmental and forest clearances, design approvals, permissions from local authorities and force majeure events such as heavy rainfall and protests.

Despite these challenges, Crisil noted that the credit risk profiles of HAM projects remain stable, as most developers have received timeline extensions from the concessioning authority for delays beyond their control. About 90 per cent of delayed project stretches have been granted extension approvals.

The delays have increased project costs by around 5–10 per cent on average. However, the concession agreements allow inflation indexation, helping developers recover part of the additional costs and reducing financial stress on concessionaires.
