Record Breaking Transportation of Heavy Equipment from West to East Coast of India

Jumbo Maritime Group’s heavy lift vessel ‘MV Fairpartner’ recently achieved a record-breaking performance by successfully completing its coastal voyage from the West Coast to the East Coast of India - travelling almost 2600 nautical miles with three separate cargoes onboard and calling at five ports - all in 29 days. It received a Special Voyage License (SVL) by the Indian authorities for each cargo/client. Wheel & Time, the commercial agent for Jumbo in India, played a pivotal management role by closely coordinating with GAC India and various other agents at the five ports, with its three clients and their engineering and administrative teams, as well as with the various port authorities and permissions related to Indian cabotage laws.

The Project
For this extensive trip, Jumbo combined three cargo loads of Refinery, Port and LNG equipment from three clients: Allcargo Logistics, Total Movements, and Global Golden Coast, in one single voyage to the ports of Hazira, Paradip, Kakinada, Gopalpur and Dhamra.

As per Indian cabotage regulations, Jumbo had acquired a special voyage license (SVL) for each client and cargo. The licenses were granted with a time limit of 29 days. To complete the voyage within this period, Jumbo followed a tight schedule and planned its operations to move like clockwork.

The first stop for MV Fairpartner was the busy port of Hazira in Gujarat. With a lot of ship traffic in the area, the port authority sets limitations to the maximum width of the vessels and their pontoons. The precision engineering and meticulous planning by the entire Jumbo team and their partners helped them to get the green signal and approval by the port authorities to perform their loading operations, as outlined, without any disruption.

It is a subsidiary of Freight Wings, which has a fleet of latest technology transport systems like the self-propelled modular transporter (SPMT), strand jacks, jack-up system, and barges. A strong in-house engineering team makes it a preferred choice for many reputed EPC companies and clients.

Contract & Clients
First client: Jumbo was assigned to transport the major heavy lift equipment for IOCL Paradip MEG Project. The equipment were manufactured by major engineering company, Larsen & Toubro, Hazira Facility, and by another fabricator Godrej Boyce from its Mumbai-based factory.

Allcargo Logistics, a major customer of Jumbo, awarded the refinery equipment’s logistics contract to Jumbo. The key components included 7 refinery equipment, which included the heaviest EO Reactor weighing about 1250 tons. This was a challenging transportation job due to its short length and concentrated weight. The load spread on the tank top had been double checked by Jumbo’s engineering team before winning the assignment and again before lifting the Reactor.

The longest equipment of this refinery was the Wash Tower of about 96 meters in length and weighing about 1160 tons. A 715-ton Deethylenizer, a 308-ton Steam Drum, and three other Columns were also part of this full ship load from Hazira to Paradip.

Second client: Total Movements awarded Jumbo a contract for transporting an LNG plant equipment from Hazira Port to Dhamra Port. A 135-ton Reactor was also added in this voyage.

Third client: Global Golden Coast awarded Jumbo an extraordinary and extremely challenging shipment of 2 x 350-ton fully assembled Mobile Harbour Cranes from Kakinada Port to Gopalpur Port.

The biggest challenge for Jumbo was to complete this extremely time-pressed shipment within the permissible 29 days. MV Fairpartner, Jumbo’s nominated J-class vessel fitted with 2 x 900 tons of mast cranes had to sail from the West Coast of India to the East Coast, travelling about 2600 nautical miles and calling at 5 different ports: Adani’s Hazira Port in Gujarat, PICT, Paradip Terminal in Odisha, Kakinada Port in Andhra Pradesh, and Dhamra and Gopalpur in Odisha.

All these ports are usually congested due to the many bulk and Panamax vessels transporting bulk cargo for Power and Fertiliser plants. Getting berthing in 2-3 days is extremely difficult, apart from berthing on arrival. The congestion at all the ports, the sailing of about 2600 nautical miles, and the 29-days’ time limit, brought intense pressure on the crew and left no room for any time loss during operations.

Jumbo had to load the Refinery equipment from 3 different barges and from the port quayside at Hazira Port. The job required meticulous planning and precision engineering, while a highly skilled and experienced crew was ready to put themselves to test.

Equipment (CARGO)
IOCL Paradip MEG Revamp Project, Paradip, Odisha
The longest equipment – the Wash Tower was about 96 meters in length and weighed about 1.160 tons.
The 2nd longest equipment was the Deethylenizer of about 91,50 meters in length and weighing about 715 tons.
The heaviest equipment - the EO Reactor was about 1.250 tons with width and height over 12 meters and 10 meters, respectively.
The Reactor Steam drum of about 310 tons with height over 10 meters.
Some smaller equipment weighing about 90, 50 and 40 tons were also part of the shipment.

LNG Regasification Terminal Dhamra, Odisha
Recondenser of about 135 tons with width and height of over 6 meters and 7 meters, respectively.

Gopalpur Port Expansion
Two fully assembled Mobile Harbor Cranes (550 Liebherr) weighing about 350 tons and length, width and height of about, 58 meters, 13.5 meters and 33.5 meters, respectively.

Contractors involved
L&T Hydrocarbon Engineering Limited (LTHE), a wholly owned subsidiary of the Indian engineering and construction major L&T, was awarded the lumpsum turnkey contract for the design and construction of two LNG storage tanks for the Dhamra terminal in March 2018.
CTCI (formerly China Technical Consultants), an engineering, procurement, and construction (EPC) company based in Taiwan, was contracted for the regasification package for the 5Mtpa LNG import terminal in May 2018.
CTCI will execute the contract jointly with its Indian subsidiary CINDA Engineering & Construction.

Wheel & Time: Global turnkey logistics solutions provider
Wheel &Time knew that it was not going to be easy sailing. To offer the requisite support to Jumbo’s vessel operators, engineering teams, and the vessel crew, Wheel & Time set up a management cell to coordinate with the equipment manufacturers/owners and their engineering teams, the charterers operations team, the heavy hauliers’ operations team, the port authorities, the various vessel agencies and the port authorities for coastal permissions, etc.

Wheel & Time and Jumbo teams discussed the pre-port plans and chalked out the RACI Matrix to have better control over the situation and make contingency arrangements.

All was meticulously planned, though there were a few minor operational issues in the chain of logistics from first port of coastal call at Hazira to the last port of call at Gopalpur. Everything was managed well with the support from all the stakeholders including the equipment manufacturers, Larsen & Toubro’s Hydrocarbon and Heavy Engineering Divisions, fabricator Godrej Boyce, and charterers Allcargo Logistics, Total Movements, and Global Golden Coast, the appointed vessel agents at all the 5 ports, and the port’s Indian authorities.

Overall, the complete coastal operation was a phenomenal success as all the consignments were delivered safely and within the 29-day limit, making for three very satisfied customers.
