Held under the leadership of Prafulla Taware, President, CREDAI Maharashtra, and in the presence of Ashish Pokharna, Honorary Secretary, the event brought developers into direct discussions with senior officials from the Registration and Stamps, Land Records, MahaRERA, Town Planning and Cooperation departments.
The Registration and Stamps Department session covered digitalisation, Annual Statement of Rates (ASR), registration and stamp duty-related issues. Ravindra Binwade, Inspector General of Registration and Controller of Stamps, discussed initiatives to modernise registration services, including online registration and technology-based facilities. CREDAI members raised concerns regarding ASR footnotes, stamp duty and errors in the digitalisation of 7/12 extracts and Property Cards.
The Land Records Department session focused on e-Mojni, mutation or Ferfar, 7/12 extracts, Property Cards, City Survey and digital land records. Shelesh Nawal, Settlement Commissioner and Director of Land Records, outlined the department's digital initiatives and online measurement services. Developers raised concerns over delays in mutation following the execution of sale deeds and practical difficulties related to measurements and land records. Nawal also called for regular interaction between the department and CREDAI Maharashtra to address issues faced by developers.
A dedicated MahaRERA session covered project registration, documentation, compliance, Quarterly Progress Reports (QPR), migration from MahaRERA 1.0 to MahaRERA 2.0, project corrections, Occupancy Certificates and conveyance-related matters. Officials including Prakash Sabale, Secretary, MahaRERA, addressed technical and operational issues raised by developers.
The Town Planning and UDCPR session addressed issues related to Red Line and Blue Line areas, FSI for Gunthewari plots, BPMS, online building permissions, compensation and compounding charges, amenity space, utility and transformer provisions, and premium charges for planned residential areas.
CREDAI Maharashtra also raised concerns about the requirement to submit physical files despite the online building permission process, resulting in duplication of work. The absence of the earlier facility for payment of compensation or compounding charges for layouts with existing construction was also discussed.
The session on housing societies and apartments covered legal and practical issues under the Maharashtra Apartment Ownership Act, 1970, MOFA, 1963 and the Maharashtra Co-operative Societies Act, 1960. Discussions included apartment associations, cooperative housing society registration, PAN and bank account requirements, redevelopment, Deeds of Apartment, conveyance and deemed conveyance.
CREDAI Maharashtra proposed a dedicated training workshop for officials and employees of the Cooperation Department to improve understanding of the legal and technical differences between apartment ownership, MOFA and cooperative housing society laws.
The Maha Samwad provided a platform for government departments to present their digital systems, processes and initiatives, followed by direct question-and-answer sessions with developers. The discussions focused on identifying practical issues and improving coordination between government authorities and the real estate sector.

With participation from more than 300 members representing 45 cities, the CREDAI Maharashtra Maha Samwad 2026 brought together developers and government officials to discuss issues related to registration, land records, MahaRERA, town planning, UDCPR and housing regulations.
