Railways Boosts Maharashtra Infrastructure with 20x Higher Budget, 2,360 km New Tracks and Major Suburban Upgrades

Indian Railways has significantly expanded its infrastructure investment in Maharashtra over the past five years. Budget allocation has risen more than twentyfold—from an annual average of Rs 1,171 crore during 2009–14 to Rs 23,778 crore in FY 2025–26. This sharp increase has accelerated project execution across new lines, gauge conversion and doubling works.

Track commissioning has also grown substantially. Between 2009–14, Railways commissioned 292 km of new tracks in Maharashtra, averaging 58.4 km per year. During 2014–25, this figure increased to 2,292 km, with an average annual commissioning rate of 208.36 km—over three times higher.

The Mumbai suburban network, which handles about 120 Mail/Express trains and nearly 3,200 suburban trains daily, has seen a major capacity boost through additional platforms, pit lines and stabling lines at stations including Bandra Terminus, Mumbai Central, Jogeshwari, Dadar, Vasai Road, Panvel–Kalamboli, Kalyan, Parel, Virar and Dahanu Road. Platform extensions at 34 suburban stations are underway to accommodate 15-car EMU trains.

Large-scale suburban enhancement continues through the Mumbai Urban Transport Projects. MUTP-II (Rs 8,087 crore), MUTP-III (Rs 10,947 crore) and MUTP-IIIA (Rs 33,690 crore) include major works such as the CSMT–Kurla 5th & 6th line, Mumbai Central–Borivali 6th line, Borivali–Virar 5th & 6th line, Virar–Dahanu Road 3rd & 4th line, Panvel–Karjat suburban corridor, Airoli–Kalwa elevated link, and key network expansions across the region. To enhance passenger capacity further, 238 twelve-car EMU rakes with automatic doors have been sanctioned at a cost of Rs 19,293 crore.

As of April 1, 2025, Maharashtra has 38 sanctioned railway projects—11 new lines, two gauge-conversion works and 25 doubling or multitracking projects—covering 5,098 km and costing Rs 89,780 crore. Of this, 2,360 km has already been commissioned, with an expenditure of Rs 39,407 crore.

Recently completed projects include the Pune–Miraj–Londa doubling, Manmad–Jalgaon 3rd line, Panvel–Pen and Pen–Roha doubling, Udhna–Jalgaon doubling, Bhusawal–Jalgaon 3rd and 4th lines, Mudkhed–Parbhani doubling, and Daund–Gulbarga doubling, among others.

Several major works are also underway across the state, such as Gondia–Ballarshah doubling, Wardha–Balharshah quadrupling, Itarsi–Nagpur 4th line, Jalgaon–Manmad 4th line, Indore–Manmad new line, Ahilyanagar–Beed–Parli Vaijnath new line, Wardha–Nanded new line, Baramati–Lonand new line, Vadhavan Port–New Palghar doubling and Kalyan–Kasara 3rd line.

The massive ramp-up in funding, network expansion, and suburban upgrades reflects Indian Railways’ continued focus on strengthening Maharashtra’s connectivity and improving the efficiency and safety of its rail network.

Further, construction works on the flagship High speed bullet train project have gathered momentum in Maharashtra. Now 100% land acquisition has been completed. Works of bridges, aqueducts etc. have been taken up.

Western DFC also passes through Maharashtra. About 178 route Km of western DFC is situated in Maharashtra which is about 12% of overall route length of western DFC. 76 Km of this project from New Gholvad to New Vaitarna in Maharashtra has already been commissioned. Balance works have been taken up. Connectivity of WDFC to JNPT will boost the capacity to handle cargo and container traffic from port to Delhi NCR.

During the last three years i.e. 2022-23, 2023-24, 2024-25 and the current financial year 2025-26, 98 surveys (29 New Line, 2 Gauge Conversion and 67 Doubling) of total length 8,603 Km falling fully/ partly in the State of Maharashtra, have been sanctioned.

Railway projects are sanctioned Zonal Railway-wise and not State-wise or Region-wise as Indian Railways’ projects may span across State boundaries.
