According to National Highway Authority of India (NHAI) sources, the nodal road building agency has fixed about 30,000km to be executed in the next three years on the EPC, BOT, and PPP model, Transport Minister said, elaborating that the government will spend a staggering amount of Rs. 7 lakh-cr over the next five years, to develop around 50,000km of highway across the country. According to the Chairman, Highway Sector, Raghav Chandra, the sector has also triggered growth in allied sectors, the cement and steel sectors witnessed sales surge by 5 per cent, while bitumen sales went up by 35%. As a matter of fact, the BOT toll model allows a private developer to collect toll from users to recover all costs, after which he will hand over the project to the government. But at the same time, under the EPC model, all costs are borne by the government, while private developers are called in only to provide engineering expertise and the HAM model is a combination of the BOT annuity and EPC models, as the adopted models not just reduce the government's financial risk by splitting it with a private developer but the latter also gets sufficient liquidity to execute the projects.
