MoRD Signs MoUs to Strengthen Rural Livelihoods Mission

The Ministry of Rural Development (MoRD) has signed five Memorandums of Understanding (MoUs) with the National Institute of Rural Development and Panchayati Raj (NIRD&PR), Hyderabad, and four State Rural Livelihoods Missions (SRLMs) of Andhra Pradesh, Bihar, Jharkhand, and Telangana to enhance interventions under the Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM). The agreements were signed on September 19, 2025.
These states have been recognized for their pioneering efforts in digitisation, with Bihar also leading in Food, Nutrition, Health, and WASH (FNHW) interventions. Under the MoU, NIRD&PR will focus on capacity building of SRLM functionaries and community cadres, creating a pool of multi-thematic resource persons, providing induction and leadership training, and documenting best practices. It will also extend technical and strategic support to strengthen community institutions, promote digital innovations, expand livelihood opportunities, and deepen social inclusion.
The Ministry further acknowledged the role of National Resource Organizations (NROs), whose technical support has been vital in advancing LokOS, a digital platform designed to improve governance and strengthen operations of Self-Help Groups (SHGs) and their federations. Digitisation through LokOS will enhance accountability and financial integration, enabling stronger, self-reliant rural communities through technology.
