MDoNER Strengthens Project Monitoring in Northeast With Digital Tracking, Technical Audits & Foreclosure of Delayed Works

The Ministry of Development of North Eastern Region (MDoNER) has significantly strengthened project monitoring across the Northeast by deploying Field Level Technical Support Units (FTSUs) in all eight states. These units regularly coordinate with implementing agencies and update project data on the PM Gati Shakti Portal. To further enhance oversight, MDoNER has introduced Project Quality Monitors (PQMs) and Third-Party Technical Inspection Agencies (TPTIAs). During 2024–25, 599 projects were inspected, and 198 have been inspected so far in 2025–26 (as of 12 December 2025).

MDoNER has also implemented major digital reforms through integration with the PM Gati Shakti platform. The Poorvottar Vikas Setu (PVS) portal is now fully operational for uploading proposals, routing them to Line Ministries and NITI Aayog, and submitting inspection reports, enabling real-time project tracking and transparency.

Regular review meetings are being held with North Eastern states to fast-track implementation, especially for old and delayed projects. Projects that remained stalled for extended periods have been foreclosed after consultation with the states. As of 12 December 2025, 48 projects have been foreclosed — 17 on an ‘as-is-where-is’ basis and 31 on a ‘full refund’ basis.
