In order to strengthen road network in areas bordering China, the government has decided to undertake the construction of 73 roads of operational significance along Indo-China border. Out of the total numbers of roads, 46 are being constructed by Ministry of Defence and 27 by Ministry of Home Affairs and 24 roads have already been completed and the entire road network will be commissioned by 2020. The projects were expected to be completed much earlier but road building agencies have not adhered to the time schedule for various reasons. The government has taken multiple initiatives to fast track the road building process including steering committee has been set up under the Chairmanship of Secretary (Border Management), Ministry of Home Affairs to review and monitor the progress of construction of these roads. It meets periodically to sort out various bottlenecks in the implementation of the project with all agencies concerned including State Governments. States of Sikkim, Arunachal Pradesh, Jammu & Kashmir and Himachal Pradesh have on their parts constituted the Empowered Committee to resolve the issues related to land acquisition, forest/ wildlife clearance, allotment of quarries, Ministry of Environment, Forest & Climate Change accorded general approval under Section (2) of the Forest (Conservation) Act 1980 for diversion of forest land for construction and widening of border roads in areas within 100 km aerial distance from the Line of Actual Control (LAC). Ministry of Defence has also approved Long Term Roll On Work Plan (LTROWP) and Long Term Equipment Plan (LTEP) for the construction of border roads, Minister of State for Home Affairs, Kiren Rijiju, said.
