Centre Issues Model Norms for Earthquake-Resilient Buildings, Says Enforcement Rests with States

The Ministry of Housing and Urban Affairs (MoHUA) has reiterated that urban planning, building approvals and enforcement of building bye-laws are the responsibility of States, Union Territories and Urban Local Bodies (ULBs), while the Centre supports them through model regulations, technical standards and advisories.

In a written reply to the Lok Sabha, Minister of State for Housing and Urban Affairs Tokhan Sahu said MoHUA's Model Building Bye-laws (MBBL) 2016 include detailed provisions on structural safety and seismic resilience, providing guidelines for earthquake-resistant building design and construction.

The Bureau of Indian Standards (BIS) has also developed a range of standards, including IS 1893 for earthquake-resistant design of structures and IS 4326:2013 for earthquake-resistant construction practices, for adoption by States and ULBs as part of their building regulations.

The ministry added that the National Disaster Management Authority (NDMA) has issued national guidelines on earthquake management, covering safer construction practices, structural strengthening and retrofitting of buildings, particularly critical infrastructure.

According to the government, periodic structural and seismic safety audits, building inspections and compliance with structural safety regulations fall within the jurisdiction of State governments, Union Territories and Urban Local Bodies.
