Cabinet Approves Rs 1,789 Crore Intelligent Traffic Management System for Delhi

The Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, has approved the implementation of the Intelligent Traffic Management System (ITMS) project by Delhi Police at an estimated cost of Rs 1,789.52 crore, inclusive of taxes. The project will cover 42 identified traffic corridors and will be implemented in three phases over 24 months, followed by five years of operation and maintenance.

The technology-led initiative is part of the Central Government and the Government of the National Capital Territory of Delhi’s efforts to improve traffic management, transport infrastructure and urban mobility in the national capital. The ITMS will use real-time traffic data, adaptive traffic signals, automated enforcement and integrated command-and-control systems to improve the management of Delhi’s existing road network.

Delhi has around 71 lakh active registered vehicles. Vehicle growth has substantially outpaced the expansion of road infrastructure, while traffic regulation continues to rely significantly on fixed signal timings and manual intervention. The ITMS aims to make more efficient use of existing road capacity by enabling traffic management to respond dynamically to prevailing road conditions.

The system will use Adaptive Traffic Control Systems to adjust signal timings according to traffic conditions and coordinate signals along identified corridors. This is expected to reduce avoidable stoppages and delays. It will also facilitate green corridors and priority movement for ambulances and other emergency vehicles, helping them navigate congested stretches more quickly.

Real-time detection of congestion, slow-moving traffic and road incidents will enable Delhi Police to respond faster through operational measures and traffic diversions. Variable Message Sign boards and digital platforms will provide commuters with information on congestion, diversions, parking availability and traffic conditions. Relevant information may also be shared with navigation service providers to help commuters plan their journeys.

The ITMS will strengthen technology-based enforcement by enabling automated detection of violations, including red-light and stop-line violations, speeding, wrong-way driving, non-use of helmets and seat belts, illegal parking and mobile phone use while driving. Artificial intelligence-based analytics will also assist in identifying stolen, hot-listed and blacklisted vehicles, repeat offenders and vehicles linked to hit-and-run incidents.

Traffic regulation, enforcement and information dissemination will be integrated through a common platform supported by Traffic Command and Control Centres, a secure Data Centre and Disaster Recovery infrastructure. The system will follow open standards and application programming interfaces (APIs) to support future integration and scalability.

The project will cover 1,092 Adaptive Traffic Control System locations and 1,029 enforcement locations. Its implementation will be performance-driven, with each subsequent phase taken up after the preceding phase has been evaluated against prescribed testing, commissioning, acceptance and performance parameters.

Delhi Police will implement the project through a Master System Integrator selected through competitive bidding. The Centre for Development of Advanced Computing (C-DAC) will provide technical support as the Project Management Consultant, including technical scrutiny, monitoring, validation and acceptance during implementation and the operation and maintenance period.

The ITMS will complement ongoing efforts to improve Delhi’s road and transport infrastructure by providing the technology and real-time intelligence needed to manage the existing road network more efficiently. The project is expected to support smoother traffic movement, safer roads, faster incident response, more effective enforcement and a more predictable travel experience for commuters.
