DGTR Recommends Anti-Dumping Duty on Imports of Certain Cranes

The Directorate General of Trade Remedies (DGTR), Ministry of Commerce & Industry, has issued its final findings in the anti-dumping investigation on imports of “Certain Cranes.” The case was initiated on the petition of domestic manufacturers and covered Crawler Cranes (40–260 MT) and Truck Cranes (25–160 MT), while excluding Rough Terrain Cranes and All-Terrain Cranes of 160 MT and above.
The probe examined data for April 2023–March 2024 (Period of Investigation) and the preceding three years. It concluded that imports from low-cost supply regions were priced below fair value, causing material injury to the Indian industry in terms of market share, profitability, and capacity utilization.
Based on its analysis, DGTR has recommended definitive anti-dumping duties for five years, ad-valorem on CIF value. The duties range from around 25% to over 52%, structured in two bands – a lower rate for certain identified producers and a higher general rate applicable to all other suppliers from low-cost countries, including those routing goods via third countries.
DGTR emphasized that these measures are aimed at restoring fair trade practices and ensuring a level playing field for domestic producers, while noting that the likely impact on downstream infrastructure projects would be minimal. The recommendations are now with the Ministry of Finance for final notification and implementation.
In the months ahead, the market is expected to closely watch how global crane suppliers adjust their strategies. Industry participants believe that the duties will strengthen domestic manufacturers and help improve utilization of existing capacities. At the same time, the move could open the door for multinational players to consider local manufacturing as a viable option to serve India’s growing infrastructure demand. However, market experts caution that if new capacity additions do not keep pace, the gap may be filled by second-hand equipment, which could alter demand-supply dynamics and pricing trends in unexpected ways.
