The Public Private Partnership Appraisal Committee (PPPAC) of the Ministry of Finance has approved a major portion of the Odisha Coastal Highway project, covering the Rameshwar–Digha stretch, at an estimated cost of Rs 8,300.79 crore.

The approved 160.18 km section from Rameshwar to Paradip of the 346-km greenfield highway will be developed under the Hybrid Annuity Model (HAM) in two packages, a four-lane access-controlled carriageway from Rameshwar to Kakatpur and a two-lane highway with paved shoulders from Kakatpur to Paradip.

The project will feature 36 major bridges, including a 3.3 km bridge over the Mahanadi River, 89 minor bridges, 376 culverts, three flyovers, six viaducts, three rail overbridges (ROBs), and 45 vehicle underpasses, ensuring smooth and safe connectivity along Odisha’s coastal belt.

According to estimates, Package I (Rameshwar–Kakatpur) will cost Rs 5,304 crore, while Package II (Kakatpur–Paradip) will be developed for Rs 2,996 crore.

Once completed, the highway will enhance coastal connectivity, boost trade and tourism, and strengthen disaster resilience along Odisha’s eastern coastline.
