STC Uttar Pradesh and GreenTree Global Chart Roadmap
The State Transformation Commission (STC), Uttar Pradesh, and GreenTree Global jointly convened a stakeholder roundtable on “Advancing Low-Carbon Cement & Concrete in Uttar Pradesh” in Lucknow. The consultation brought together government representatives, public construction agencies, cement manufacturers, RMC producers and technical institutions to explore approaches to reducing the embodied carbon of construction materials.

Discussions focused on resource-efficient construction while ensuring performance, quality, safety and cost competitiveness, with emphasis on blended cement, supplementary cementitious materials (SCMs), optimised concrete mix designs and public procurement.

The opening remarks by GreenTree Global outlined the consultation's objectives and opportunities across the concrete value chain. The inaugural address by the Uttar Pradesh Public Works Department (UPPWD) emphasised that low-carbon construction must ensure the strength, safety and durability of public infrastructure. It highlighted the need for technical guidelines, testing facilities, consistent material quality and capacity building, alongside integrating lower-carbon materials into departmental specifications, Bills of Quantities (BoQs) and quality-assurance practices.

Shri Manoj Kumar Singh, CEO, STC, Uttar Pradesh, identified five priorities: emissions baselines, updated technical specifications, quality assurance, pilot projects and institutional and industry capacity building.

The consultation also featured the launch of the FOAK to NOAK knowledge report. Participating dignitaries and officials represented the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA), Uttar Pradesh Public Works Department (UPPWD), Planning department, Department of Environment, Forest and Climate Change (DoEFCC), and the Urban Development Department (UDD).

The consultation featured two focused roundtable discussions covering policy and technical pathways, alongside industry readiness and construction implementation. The sessions brought together government, industry and technical stakeholders to identify practical measures for advancing low-carbon cement and concrete in Uttar Pradesh. The discussion highlighted the need for performance-based specifications and standardised technical guidelines for blended cement, prioritising strength, durability and structural safety.

Together, the discussions identified priority actions for advancing low-carbon cement and concrete in Uttar Pradesh. They reinforced the importance of performance-based standards, reliable supply chains, cost competitiveness, pilot projects and public procurement, supported by coordinated efforts across government, industry and technical institutions.
