He said, “All pavements are different. Asphalt airfields and in particular, runways are subjected to entirely different stresses and performance criteria than roads and highways and are susceptible to degradation from several sources. In today’s environment, the practice of remove and repair has become impractical from the standpoint of cost of environmental impact and time.”
