Tamil Nadu, Uttar Pradesh, Mizoram & Delhi Emerge as Top Logistics Performers in LEADS 2025
The report assesses logistics performance across states and Union Territories based on infrastructure, policy support, service delivery and regulatory efficiency in the logistics sector.
Under the revised framework, states and UTs have been classified into four categories — exemplars, high performers, accelerators and growth-seekers. The new methodology places greater emphasis on measurable and evidence-based indicators, with around 59 per cent weightage assigned to objective parameters.
States including Gujarat and Kerala were categorised as high performers for demonstrating strong and consistent logistics performance across key indicators.
