CAG Reports Major Road Safety Gaps on Rajasthan Highways
The audit identified missing speed-limit signs, warning boards, road markings and crash barriers, along with unauthorised gaps in highway medians, raising concerns over road safety for motorists.
During physical inspections, the CAG found mandatory and regulatory road signs missing at 506 locations. These included speed-limit signs at 294 locations, overtaking signs at 92, U-turn signs at nine and curve signs at 111 locations.
Cautionary and warning signs were missing at another 825 locations, including optical hazard markings at 694 locations, merging signs at 23 locations and school-location signs at 33 locations.
On all six inspected city roads, various signs, including speed-limit, school, pedestrian crossing, overtaking and no-parking signs, were missing at 23 locations. Optical Hazardous Markings (OHM) were also absent at 51 locations.
The audit found that road markings were missing at 148 locations across 13 National Highways and 13 State Highways. These included road markings at 85 locations, merging and diverging markings at 49 and kerb markings at 14 locations.
Road-edge or crash barriers were missing or damaged at 205 locations across 14 National Highways and five State Highways. Unauthorised access points or gaps in highway medians were also found at 67 locations across 10 National Highways and one State Highway.
Junction warning signs were missing at 87 locations across seven National Highways and six State Highways, the CAG said.
The Rajasthan government accepted the findings and informed the CAG in April 2025 that a Black Spot Management System was being developed under the World Bank-funded Rajasthan Highways Modernization Project. In September 2025, the government said the system would be implemented by road-owning agencies, with the Lead Agency coordinating its development.
However, the audit noted that the Black Spot Management System remained undeveloped, highlighting continued gaps in Rajasthan's road safety management and infrastructure.
