Uttar Pradesh Accelerates Rooftop Solar Adoption Under PM Surya Ghar Muft Bijli Yojana

Addressing a session during the Civil Services Day at Vigyan Bhawan, Narendra Bhooshan, Secretary, Department of Land Resources, Ministry of Rural Development, highlighted Uttar Pradesh’s efforts to emerge as a leader in the renewable energy sector through the implementation of the PM Surya Ghar Muft Bijli Yojana.

He noted that under the theme “Viksit Bharat: Citizen-Centric Governance and Last Mile Delivery,” discussions focused on accelerating India’s net zero goals through the scheme, which is enabling households to transition from electricity consumers to producers. The initiative is gaining strong traction across the state, with rural households increasingly adopting rooftop solar installations.

Bhooshan stated that the programme has also contributed to employment generation, aligning with the Prime Minister’s vision of entrepreneurship-led growth. The vendor base in the state has expanded significantly from 60 to 6,000, supported by initiatives such as Surya Mitra training and the Mukhyamantri Yuva Yojana, which provide access to financing and skill development, enabling youth to become micro-vendors.

The scheme is being closely monitored through the Chief Minister’s Dashboard, ensuring daily tracking at the highest level, while district administrations have fostered a competitive implementation environment. Among cities, Lucknow leads with around 90,000 installations, followed by Varanasi with approximately 40,000 installations. The rollout has also been effective across rural and aspirational districts.

To address supply chain challenges, coordinated efforts have been undertaken with solar energy companies and financial institutions to ensure smooth execution. Bhooshan emphasised that achieving net zero targets will require a balanced approach focusing on both demand generation and strengthening supply-side capacity through citizen-centric policies.
