Love with the elements, a desire to build and help a large number of fellow citizens to find gainful employment, is what facilitates Dr. Priya Ranjan Swarup to make his career in construction and infrastructure sector. He believes that with hard work and unrelenting focus one can achieve anything he desires. Bad patches in life and roadblocks are always motivators, so when things are dark, one should sharpen his cutting edge.

Born on 24th November 1953 in Kannauj, UP, Dr. Swarup had his basic schooling from Bihar & Uttar Pradesh. After graduating in 1975 from Indian Institute of Technology Kanpur in Civil Engineering faculty, he entered into the Indian construction industry and served several prestigious domestic and International consultancy and construction companies for over two decades, acquiring vast experience in engineering designs, construction management, project exports, technology transfer and regulatory issues.

He acquired his Ph.D degree from Rajiv Gandhi Technical University, Bhopal on evolving a workable model for assessing the business risks in construction operations and has also been decorated with a D.Sc (Honoris Causa) by Assam Central University for his sterling contributions to develop Scientific and Technological applications.

Dr. Swarup joined Construction Industry Development Council (CIDC) in the year 1996 as the first Director and rose to the position of Director General. The Council was set up to promote the construction industry (an unorganized sector) in India. Being the first CEO of CIDC, he has been responsible for conceptualizing and implementing several good practices in construction industry. Construction equipment bank, grading of construction entities, HRD in construction industry are some of his major contributions.

Besides these, he took human resource development of construction personnel as a challenge. In striving to achieve chartered objectives, he interacts with central and state governments, industry, financial institutions, PSUs, research institutions and of course academia to identify gap-areas in the construction sector and put into place initiatives or institutions to fill the vacancies.

Seeing ever-growing demand of the skilled/semi-skilled/ un-skilled manpower for construction industry in the last few years, he has taken various initiatives to train the unemployed rural/urban youth from various states in the country to acquire the competency in various construction trades.

Dr. Swarup has served as the member secretary of the working group on construction and as a member of working groups on hydro power, surface transport and housing for development of 10th, 11th & the 12th national plans. Besides, he also serves as a member of UNCITRAL working group and responsible for establishing several institutions to bring about the improvements in the functioning of construction industry. Establishment of National Academy of Construction, Hyderabad; Chhattisgarh Nirman Academy, Raipur; Construction Industry Arbitration Council, and Asian Construction and Concrete Institute are some of his major achievements.

Dr. Swarup aims to work towards achieving the higher status for the construction industry, which it richly deserves. Not only he but also his entire family including his younger brother, an eminent Civil Engineer and his two daughters, leading architects in US, are following the family lead.

He feels that when India moves, it has a momentum which becomes difficult to retard much. He himself wants to lead the momentum of growth of the enabling process of young people in the construction industry as long as he can. In his leisure time he enjoys reading historical novels and listening old Hindi songs.
