The MMRDA had invited tenders for the project's civil construction in November 2022, with a budget of Rs 315 crore on an engineering, procurement, and construction (EPC) basis. This will be Mumbai's third sea link at the southern tip of the city, after the Bandra-Worli and Sewri-Nhava Sheva bridges. The project's technical review is expected to take a few months, after which the financial bids of the technical qualifying bidders will be opened to disclose the lowest bidder, who will most likely be the contractor. The MMRDA plans to complete the civil work within two years of the contractor's appointment.
The project faces some obstacles, such as security clearances, as the link will pass through a high-security zone through naval and coast guard areas, and environmental clearance, as some reclamation may be required.
